El Sobrante Landfill, one of the largest landfills in the nation, is located in Riverside County, California. This facility accepts up to 10,000 tons per day of waste and operates three shifts. The current life of this facility exceeds 30 years. El Sobrante also includes a wildlife habitat preserve, gas to energy production, and utilizes state of the art environmental control systems. This position requires an individual that has a strong background in environmental regulations, heavy equipment operation, is team oriented, and enjoys being challenged professionally.


General Summary

Operations Supervisor will be responsible for providing overall leadership for on-site field administration, including direct supervision of foreman, employees, subcontractors and other related personnel. Assurance to operating permits and regulations while meeting the compaction, cover, and budgetary requirements of the facility are key responsibilities.

Essential Duties

*Ensures smooth operation of landfill in compliance with all permit conditions.
*Familiar with heavy equipment and equipment capacities.
*Creates weekly work schedules for their crew and assigns work assignments daily to employees.
*Notify DM and Environmental Compliance staff whenever City, County, State or other inspectors arrive on site and escorts those inspectors while on site.
*Ensure the DVIR process is completed and reviewed on a daily basis.
*Support and enforce the Fleet Pride Program to correct and change improper behavior.
*Coordinate with District Maintenance Personnel to minimize loss of production due to equipment down time.
*Adherence to Compaction Standards and Final Grade Plans.
*Minimizes operational costs while maximizing productivity and maintaining safety and environmental compliance.
*Interact with other operation supervisors and the District Manager.
*Continually works to reduce turnaround time for trucks in and out of site.
*Complies with and ensures adherence to Waste Management's safety standards and regulations to encourage safe and efficient operations.
*Meets all financial review dates and corporate directed programs in a timely fashion.
*Maintain Kronos (Time Clock System)
*Oversees personnel needs of the department including selecting, coaching, and training employees and evaluating employee performance. Provides input into termination, compensation, and promotion decisions.
*Assists in the budget process as required.
*Ensures the cleanliness and maintenance of the physical property of the landfill through inspections and preventive maintenance programs with employees and Contractors.
*Conducts weekly safety meetings to maintain favorable working relationships among employees and promote maximum morale, productivity, and efficiency.
*Conducts e-OBAs in a timely manner according to WM policies. Uses the OBA process to train and motivate employees.
*Provides training and presentations as needed in a positive and professional manner.
*Updates and submits required reports in a timely manner.
*Procures supplies and vendor services with company p-card and through a PO system. Reviews invoices monthly and approves for payment before submitting to the district manager.
*Other tasks as assigned by the District Manager.

Minimum Experience/Education Requirements
*Must possess good working knowledge of MS Office computer programs to include Excel.
*Must have the ability to assimilate complete information, data, etc, from disparate sources and consider, adjust or modify to meet the constraints of the particular need.
*Must have demonstrated communication and interpersonal skills through experience - preference given to those with experience in advanced education, career experience in construction or large engineering projects.
*Exceptional organizational skills and the ability to multi-task and prioritize departmental functions in order to meet due dates and deadlines.
*Must be willing to work various work hours including graveyard shift.
*Experience in problem solving and conflict resolution.
*Excellent verbal and written communications skills.
*Must have, or have the ability to obtain and maintain a valid California drivers license.


Preferred Qualifications
*4-year college degree in engineering, geology, or environmental studies.
*Bilingual in English and Spanish.
*Current certification for 40-hour HAZWOPER training.
*Prior experience in the operation of a solid waste landfill.
